1978年(nian)我國恢復研究(jiu)(jiu)生(sheng)(sheng)招生(sheng)(sheng)制度,我院即成(cheng)立了研究(jiu)(jiu)生(sheng)(sheng)工(gong)作小組,開始招收(shou)碩士研究(jiu)(jiu)生(sheng)(sheng)。1981年(nian)開始招收(shou)博士研究(jiu)(jiu)生(sheng)(sheng)。1985年(nian)成(cheng)立北京有色金屬研究(jiu)(jiu)總(zong)院研究(jiu)(jiu)生(sheng)(sheng)部。

現有兩個一級博士、碩士學(xue)位(wei)授(shou)權(quan)學(xue)科:材料科學(xue)與工(gong)(gong)程(cheng)(cheng)(cheng)、冶金工(gong)(gong)程(cheng)(cheng)(cheng),另有分(fen)析化學(xue)、礦物加工(gong)(gong)工(gong)(gong)程(cheng)(cheng)(cheng)兩個碩士學(xue)位(wei)授(shou)權(quan)點,具(ju)有材料科學(xue)與工(gong)(gong)程(cheng)(cheng)(cheng)、冶金工(gong)(gong)程(cheng)(cheng)(cheng)兩個博士后(hou)科研流動站(zhan),并(bing)與多(duo)家企業聯合建立博士后(hou)工(gong)(gong)作站(zhan)。

努力健全以職代會為基本形式的企業民主管理制度
——在中央企業職代會建設座談會上的講話

  剛才(cai),國家電網、寶(bao)鋼集(ji)團和中國中鐵介紹(shao)了職代會(hui)建設(she)的(de)典型經驗(yan),還有30家企(qi)業做了書(shu)面(mian)交流。這(zhe)些在職代會(hui)建設(she)實踐(jian)中形成(cheng)的(de)經驗(yan)和做法,各企(qi)業可學習借鑒。借此機會(hui),我談三點(dian)意見。

  一(yi)、中央企業(ye)職代(dai)會建設取(qu)得(de)了良好(hao)成(cheng)效(xiao)

  國(guo)(guo)資(zi)委(wei)(wei)黨委(wei)(wei)高度(du)(du)重視以職(zhi)代(dai)(dai)會(hui)(hui)為基本形(xing)式的(de)(de)企(qi)(qi)(qi)業(ye)民(min)主(zhu)(zhu)管理工(gong)(gong)(gong)作。先后作出(chu)一(yi)系(xi)列(lie)部(bu)署,采(cai)取一(yi)系(xi)列(lie)有針(zhen)對性的(de)(de)措施切實加以推進(jin)。印(yin)發(fa)了(le)(le)《關(guan)于建立(li)(li)和(he)完善(shan)中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)職(zhi)工(gong)(gong)(gong)代(dai)(dai)表大(da)會(hui)(hui)制(zhi)度(du)(du)的(de)(de)指導(dao)意見》,舉辦(ban)了(le)(le)中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)貫徹(che)(che)職(zhi)代(dai)(dai)會(hui)(hui)指導(dao)意見研(yan)討培訓(xun)班,集(ji)中(zhong)(zhong)開展(zhan)了(le)(le)職(zhi)代(dai)(dai)會(hui)(hui)建設(she)(she)和(he)廠務公(gong)開民(min)主(zhu)(zhu)管理督導(dao)檢查(cha)工(gong)(gong)(gong)作,開展(zhan)了(le)(le)職(zhi)代(dai)(dai)會(hui)(hui)制(zhi)度(du)(du)建設(she)(she)專題調研(yan),召開了(le)(le)中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)深化廠務公(gong)開民(min)主(zhu)(zhu)管理工(gong)(gong)(gong)作和(he)職(zhi)代(dai)(dai)會(hui)(hui)建設(she)(she)座(zuo)談會(hui)(hui),與(yu)中(zhong)(zhong)紀(ji)委(wei)(wei)、中(zhong)(zhong)組部(bu)等六部(bu)委(wei)(wei)聯合印(yin)發(fa)了(le)(le)《企(qi)(qi)(qi)業(ye)民(min)主(zhu)(zhu)管理規定(ding)》,國(guo)(guo)資(zi)委(wei)(wei)群工(gong)(gong)(gong)局最近正在(zai)組織編寫《職(zhi)工(gong)(gong)(gong)代(dai)(dai)表大(da)會(hui)(hui)工(gong)(gong)(gong)作指南》。近年來,中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)認真貫徹(che)(che)中(zhong)(zhong)央和(he)全國(guo)(guo)總工(gong)(gong)(gong)會(hui)(hui)、國(guo)(guo)資(zi)委(wei)(wei)黨委(wei)(wei)的(de)(de)工(gong)(gong)(gong)作要(yao)求(qiu),緊(jin)密結合完善(shan)現(xian)代(dai)(dai)企(qi)(qi)(qi)業(ye)制(zhi)度(du)(du)、提(ti)升企(qi)(qi)(qi)業(ye)管理水平(ping)等現(xian)實需求(qiu),不斷(duan)深化職(zhi)代(dai)(dai)會(hui)(hui)建設(she)(she)。目前,有79家中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)建立(li)(li)了(le)(le)集(ji)團公(gong)司職(zhi)代(dai)(dai)會(hui)(hui),建制(zhi)率為69.9%,特(te)別要(yao)充分肯定(ding)的(de)(de)是二級企(qi)(qi)(qi)業(ye)職(zhi)代(dai)(dai)會(hui)(hui)建制(zhi)率超過98%,在(zai)建立(li)(li)現(xian)代(dai)(dai)企(qi)(qi)(qi)業(ye)制(zhi)度(du)(du)建設(she)(she)規范董事會(hui)(hui)58戶中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)中(zhong)(zhong)有32戶設(she)(she)立(li)(li)了(le)(le)職(zhi)工(gong)(gong)(gong)董事。

  (一(yi)(yi))黨(dang)(dang)政領導高度(du)重視,工(gong)(gong)(gong)作(zuo)(zuo)制(zhi)度(du)不斷完善,工(gong)(gong)(gong)作(zuo)(zuo)機制(zhi)日益(yi)健全(quan),為全(quan)面加強職(zhi)代(dai)(dai)(dai)會(hui)(hui)建設(she)夯實(shi)了(le)基礎。一(yi)(yi)是明(ming)確了(le)企(qi)業(ye)(ye)黨(dang)(dang)委(黨(dang)(dang)組)和(he)經營班子在推進職(zhi)代(dai)(dai)(dai)會(hui)(hui)建設(she)中的(de)(de)職(zhi)責,以(yi)及堅持企(qi)業(ye)(ye)黨(dang)(dang)委(黨(dang)(dang)組)領導職(zhi)代(dai)(dai)(dai)會(hui)(hui)的(de)(de)重要原則(ze)(ze)。二(er)是結(jie)合實(shi)際,制(zhi)定了(le)職(zhi)代(dai)(dai)(dai)會(hui)(hui)工(gong)(gong)(gong)作(zuo)(zuo)制(zhi)度(du)和(he)實(shi)施細則(ze)(ze),對職(zhi)代(dai)(dai)(dai)會(hui)(hui)職(zhi)權(quan)、組織(zhi)原則(ze)(ze)、工(gong)(gong)(gong)作(zuo)(zuo)制(zhi)度(du)、職(zhi)工(gong)(gong)(gong)代(dai)(dai)(dai)表管理等作(zuo)(zuo)出明(ming)確規定。三是按(an)照多(duo)級職(zhi)代(dai)(dai)(dai)會(hui)(hui)建設(she)的(de)(de)要求,逐級向下(xia),指(zhi)導所屬基層(ceng)企(qi)業(ye)(ye)結(jie)合實(shi)際,細化落實(shi),全(quan)面提升了(le)職(zhi)代(dai)(dai)(dai)會(hui)(hui)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)科學化和(he)規范化水(shui)平。

  (二)努力探(tan)索落實職(zhi)代(dai)(dai)會(hui)的(de)(de)各項職(zhi)權(quan),職(zhi)代(dai)(dai)會(hui)在(zai)民主管(guan)理(li)(li)(li)和(he)(he)依法維(wei)權(quan)中的(de)(de)作用得(de)到有效發(fa)揮。一(yi)是在(zai)堅持董(dong)事(shi)(shi)會(hui)依法對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)經(jing)(jing)(jing)營(ying)計劃、投資方案(an)等(deng)重要事(shi)(shi)項行(xing)(xing)使(shi)決策權(quan)、經(jing)(jing)(jing)理(li)(li)(li)層(ceng)依法行(xing)(xing)使(shi)經(jing)(jing)(jing)營(ying)權(quan)和(he)(he)管(guan)理(li)(li)(li)權(quan)的(de)(de)前提(ti)下,職(zhi)代(dai)(dai)會(hui)對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)重要事(shi)(shi)項、經(jing)(jing)(jing)營(ying)方面(mian)的(de)(de)重大(da)問題(ti)、制訂(ding)重要規(gui)章制度(du)等(deng)行(xing)(xing)使(shi)審議(yi)建議(yi)權(quan)。二是對(dui)(dui)于董(dong)事(shi)(shi)會(hui)、經(jing)(jing)(jing)理(li)(li)(li)層(ceng)制訂(ding)的(de)(de)涉(she)(she)及(ji)職(zhi)工(gong)切(qie)身利益的(de)(de)有關(guan)方案(an),包括企(qi)(qi)(qi)業(ye)(ye)改(gai)制中的(de)(de)職(zhi)工(gong)安置方案(an)、職(zhi)工(gong)獎懲辦法重要規(gui)章制度(du)、集(ji)體(ti)合同草案(an)、企(qi)(qi)(qi)業(ye)(ye)年金方案(an)、住房制度(du)改(gai)革方案(an)等(deng)涉(she)(she)及(ji)職(zhi)工(gong)切(qie)身利益的(de)(de)重大(da)事(shi)(shi)項堅持提(ti)交職(zhi)代(dai)(dai)會(hui)審議(yi)和(he)(he)表決,行(xing)(xing)使(shi)審議(yi)通過權(quan)。三是在(zai)遵循黨管(guan)干部原則(ze)和(he)(he)尊重董(dong)事(shi)(shi)會(hui)、經(jing)(jing)(jing)理(li)(li)(li)層(ceng)行(xing)(xing)使(shi)企(qi)(qi)(qi)業(ye)(ye)人員聘用權(quan)的(de)(de)前提(ti)下,明確了(le)職(zhi)代(dai)(dai)會(hui)對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)經(jing)(jing)(jing)營(ying)班子(zi)成員的(de)(de)監督(du)評議(yi)權(quan),每年或定期組織(zhi)職(zhi)工(gong)代(dai)(dai)表聽取(qu)企(qi)(qi)(qi)業(ye)(ye)領導班子(zi)成員報(bao)告履行(xing)(xing)職(zhi)責和(he)(he)廉潔自律(lv)的(de)(de)情況。

  (三)加(jia)強(qiang)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)隊伍(wu)建設,充分發(fa)揮(hui)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)在(zai)引(yin)(yin)導廣(guang)大(da)(da)職(zhi)(zhi)工參(can)與改(gai)(gai)(gai)(gai)革(ge)(ge)、推進改(gai)(gai)(gai)(gai)革(ge)(ge)中(zhong)的(de)作(zuo)用。各企(qi)(qi)業(ye)(ye)高(gao)度重視職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)的(de)素質提(ti)升工作(zuo),組(zu)織(zhi)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)學習黨的(de)路線(xian)方(fang)針政策(ce)、國家法律(lv)法規、企(qi)(qi)業(ye)(ye)管(guan)理知識;向職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)講(jiang)清(qing)楚(chu)企(qi)(qi)業(ye)(ye)改(gai)(gai)(gai)(gai)革(ge)(ge)的(de)方(fang)向、內容、要(yao)求,改(gai)(gai)(gai)(gai)革(ge)(ge)的(de)前景、風(feng)險和(he)挑戰,回答職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)關注的(de)熱(re)點、難點問(wen)題;結合黨的(de)群眾路線(xian)教育實踐活動(dong),組(zu)織(zhi)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)深入基層(ceng)調查研究,增(zeng)強(qiang)了職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)的(de)榮譽感(gan)、責(ze)任心;積(ji)極(ji)推廣(guang)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)履(lv)職(zhi)(zhi)的(de)典型經驗,堅持在(zai)廣(guang)大(da)(da)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)中(zhong)選先進、樹標桿。這些(xie)做法,既有效提(ti)高(gao)了職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)參(can)與企(qi)(qi)業(ye)(ye)管(guan)理和(he)監督評議的(de)能力(li),又對于(yu)教育和(he)引(yin)(yin)導包括(kuo)職(zhi)(zhi)工代(dai)(dai)(dai)表(biao)(biao)在(zai)內的(de)廣(guang)大(da)(da)職(zhi)(zhi)工正確看待改(gai)(gai)(gai)(gai)革(ge)(ge)、擁護支持改(gai)(gai)(gai)(gai)革(ge)(ge)、參(can)與推動(dong)改(gai)(gai)(gai)(gai)革(ge)(ge),發(fa)揮(hui)了重要(yao)作(zuo)用。

  (四)堅(jian)持(chi)開(kai)(kai)展職(zhi)(zhi)(zhi)代(dai)會效(xiao)(xiao)能(neng)評(ping)估,為加強職(zhi)(zhi)(zhi)代(dai)會的(de)(de)實(shi)(shi)效(xiao)(xiao)性和(he)提(ti)高(gao)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)滿(man)意度提(ti)供了(le)(le)保(bao)障。部分企(qi)業(ye)堅(jian)持(chi)在黨委(黨組)領(ling)導下,每年組織(zhi)開(kai)(kai)展對本(ben)企(qi)業(ye)上一(yi)年度職(zhi)(zhi)(zhi)代(dai)會運行(xing)質量的(de)(de)評(ping)估工(gong)(gong)(gong)作(zuo)(zuo)。評(ping)估采取召開(kai)(kai)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)代(dai)表座(zuo)談會、開(kai)(kai)展職(zhi)(zhi)(zhi)工(gong)(gong)(gong)代(dai)表個別訪談、組織(zhi)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)代(dai)表民主測評(ping)等多種方(fang)式(shi)進(jin)(jin)行(xing)。對評(ping)估的(de)(de)情況進(jin)(jin)行(xing)綜合分析,特別是針對薄弱環節,深入分析職(zhi)(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)不(bu)滿(man)意的(de)(de)原因,提(ti)出改(gai)進(jin)(jin)意見,積極落實(shi)(shi)整改(gai),并(bing)向職(zhi)(zhi)(zhi)代(dai)會報告工(gong)(gong)(gong)作(zuo)(zuo)改(gai)進(jin)(jin)情況。多數(shu)中(zhong)(zhong)央(yang)企(qi)業(ye)能(neng)夠逐級(ji)開(kai)(kai)展職(zhi)(zhi)(zhi)代(dai)會建(jian)設先進(jin)(jin)單位(wei)的(de)(de)創建(jian)活動,發(fa)揮典型單位(wei)的(de)(de)示范引領(ling)作(zuo)(zuo)用。2013年,近百家中(zhong)(zhong)央(yang)企(qi)業(ye)(含二、三(san)級(ji)企(qi)業(ye))榮獲全(quan)國廠(chang)務(wu)公開(kai)(kai)民主管理先進(jin)(jin)單位(wei)稱(cheng)號。為此,全(quan)國廠(chang)務(wu)公開(kai)(kai)協(xie)調小組辦公室認為“中(zhong)(zhong)央(yang)企(qi)業(ye)在推(tui)進(jin)(jin)廠(chang)務(wu)公開(kai)(kai)民主管理制度工(gong)(gong)(gong)作(zuo)(zuo)中(zhong)(zhong)一(yi)直走在前列,為全(quan)國的(de)(de)廠(chang)務(wu)公開(kai)(kai)民主管理工(gong)(gong)(gong)作(zuo)(zuo)做出了(le)(le)好的(de)(de)榜(bang)樣”。

  在充分肯(ken)定工作(zuo)(zuo)(zuo)成績的(de)(de)同時,我們也要看到,中央企業職(zhi)代(dai)(dai)(dai)(dai)會建設還很不(bu)平(ping)衡。一是確實存(cun)在少(shao)數企業領(ling)導特別(bie)是個別(bie)企業的(de)(de)主要領(ling)導對職(zhi)代(dai)(dai)(dai)(dai)會建設的(de)(de)重要性(xing)和(he)必(bi)要性(xing)認識(shi)不(bu)夠,思想顧慮多,工作(zuo)(zuo)(zuo)措施和(he)有(you)效辦(ban)法少(shao)。二是有(you)的(de)(de)企業職(zhi)代(dai)(dai)(dai)(dai)會職(zhi)權(quan)內容(rong)、運(yun)作(zuo)(zuo)(zuo)程(cheng)序及工作(zuo)(zuo)(zuo)制度(du)陳(chen)舊,不(bu)能與現代(dai)(dai)(dai)(dai)企業制度(du)有(you)效銜接。三是有(you)的(de)(de)企業職(zhi)代(dai)(dai)(dai)(dai)會存(cun)在走過場、搞形式主義,發(fa)揮(hui)作(zuo)(zuo)(zuo)用不(bu)夠的(de)(de)問(wen)題(ti)。這些問(wen)題(ti)影(ying)(ying)響了職(zhi)代(dai)(dai)(dai)(dai)會建設,也在一定程(cheng)度(du)上影(ying)(ying)響了企業管(guan)理水平(ping)的(de)(de)提(ti)升。

  二、進一步增強抓好職代會(hui)建設的積極性和(he)責任感(gan)

  建(jian)立和完(wan)善職(zhi)工代表大會制度,是(shi)堅持全心(xin)全意依靠工人階(jie)級(ji)的(de)指(zhi)導方針和堅持職(zhi)工主體地位的(de)體現(xian)(xian),是(shi)國(guo)有(you)企業的(de)政治(zhi)優(you)勢,是(shi)中(zhong)國(guo)特色現(xian)(xian)代企業制度的(de)本質要(yao)求,也是(shi)國(guo)有(you)企業改(gai)革發展取得成功(gong)的(de)重要(yao)保障。

  建立和(he)(he)完善職(zhi)(zhi)(zhi)工(gong)(gong)代表大會(hui)(hui)制度(du),是深(shen)入(ru)學(xue)習貫(guan)徹黨(dang)的(de)十八屆三中(zhong)全(quan)會(hui)(hui)和(he)(he)習近平(ping)(ping)(ping)總(zong)書記系列重(zhong)要(yao)講(jiang)話精神(shen)的(de)客觀要(yao)求。黨(dang)的(de)十八屆三中(zhong)全(quan)會(hui)(hui)指出(chu):“健(jian)全(quan)以(yi)職(zhi)(zhi)(zhi)工(gong)(gong)代表大會(hui)(hui)為基本形式的(de)企(qi)事(shi)業單位民(min)(min)(min)(min)主(zhu)管(guan)理制度(du),加強(qiang)社(she)會(hui)(hui)組(zu)織民(min)(min)(min)(min)主(zhu)機制建設,保(bao)障職(zhi)(zhi)(zhi)工(gong)(gong)參(can)與管(guan)理和(he)(he)監(jian)(jian)督(du)的(de)民(min)(min)(min)(min)主(zhu)權(quan)(quan)利(li)”。習近平(ping)(ping)(ping)總(zong)書記在(zai)同全(quan)國總(zong)工(gong)(gong)會(hui)(hui)新一(yi)屆領導班子集體談話時明(ming)確指出(chu):“要(yao)健(jian)全(quan)以(yi)職(zhi)(zhi)(zhi)工(gong)(gong)代表大會(hui)(hui)為基本形式的(de)企(qi)事(shi)業單位民(min)(min)(min)(min)主(zhu)管(guan)理制度(du)、廠務(wu)公開制度(du),組(zu)織職(zhi)(zhi)(zhi)工(gong)(gong)依(yi)法(fa)實行民(min)(min)(min)(min)主(zhu)選舉、民(min)(min)(min)(min)主(zhu)決策、民(min)(min)(min)(min)主(zhu)管(guan)理、民(min)(min)(min)(min)主(zhu)監(jian)(jian)督(du),使職(zhi)(zhi)(zhi)工(gong)(gong)群眾的(de)知情(qing)權(quan)(quan)、參(can)與權(quan)(quan)、表達權(quan)(quan)、監(jian)(jian)督(du)權(quan)(quan)得到更充分更有效(xiao)的(de)保(bao)障”。我們(men)要(yao)從(cong)深(shen)入(ru)貫(guan)徹黨(dang)的(de)十八屆三中(zhong)全(quan)會(hui)(hui)、習近平(ping)(ping)(ping)總(zong)書記系列重(zhong)要(yao)講(jiang)話精神(shen)的(de)高度(du),增(zeng)強(qiang)做好(hao)中(zhong)央企(qi)業職(zhi)(zhi)(zhi)代會(hui)(hui)建設工(gong)(gong)作的(de)自覺性。

  建立和完善職(zhi)工(gong)(gong)代表(biao)大(da)會(hui)(hui)制(zhi)度,是《憲法(fa)(fa)》及相關法(fa)(fa)律(lv)的明確規定。《憲法(fa)(fa)》第十六條第二款規定:國有(you)企業(ye)依照(zhao)法(fa)(fa)律(lv)規定,通(tong)過(guo)(guo)職(zhi)工(gong)(gong)代表(biao)大(da)會(hui)(hui)和其(qi)他形式(shi),實(shi)行民(min)主(zhu)(zhu)(zhu)(zhu)管理。《工(gong)(gong)會(hui)(hui)法(fa)(fa)》第六條第二款規定:工(gong)(gong)會(hui)(hui)依照(zhao)法(fa)(fa)律(lv)規定通(tong)過(guo)(guo)職(zhi)工(gong)(gong)代表(biao)大(da)會(hui)(hui)或者(zhe)其(qi)他形式(shi),組(zu)織職(zhi)工(gong)(gong)參與(yu)本單位的民(min)主(zhu)(zhu)(zhu)(zhu)決策(ce)、民(min)主(zhu)(zhu)(zhu)(zhu)管理和民(min)主(zhu)(zhu)(zhu)(zhu)監督。事實(shi)上,凡未經職(zhi)代會(hui)(hui)審議通(tong)過(guo)(guo)的企業(ye)年金方案(an),職(zhi)工(gong)(gong)安置方案(an)等,無(wu)法(fa)(fa)通(tong)過(guo)(guo)政府相關部門的審核。特(te)別(bie)是在全(quan)面深化改革過(guo)(guo)程(cheng)中,企業(ye)內部許多改革措施(shi)必須經過(guo)(guo)職(zhi)代會(hui)(hui)等規范的民(min)主(zhu)(zhu)(zhu)(zhu)程(cheng)序(xu)(xu),才具備法(fa)(fa)律(lv)效力。以(yi)前,一些(xie)企業(ye)在改革改制(zhi)、兼(jian)并重組(zu)以(yi)及涉及職(zhi)工(gong)(gong)切(qie)實(shi)利益的決策(ce)過(guo)(guo)程(cheng)中,沒有(you)依法(fa)(fa)履(lv)行民(min)主(zhu)(zhu)(zhu)(zhu)程(cheng)序(xu)(xu),采取(qu)所(suo)謂(wei)“變通(tong)”方式(shi),留下了(le)許多法(fa)(fa)律(lv)隱患。中央(yang)企業(ye)各級領導干部要切(qie)實(shi)增強依法(fa)(fa)做好企業(ye)民(min)主(zhu)(zhu)(zhu)(zhu)管理工(gong)(gong)作(zuo)的緊迫感(gan)和責任感(gan)。

  建立(li)和(he)(he)(he)完(wan)善(shan)職(zhi)工代(dai)表(biao)(biao)大(da)會制(zhi)(zhi)度,是建立(li)現代(dai)企(qi)業(ye)制(zhi)(zhi)度、完(wan)善(shan)公司治(zhi)理(li)(li)(li)結構的迫切(qie)需要。建立(li)現代(dai)企(qi)業(ye)制(zhi)(zhi)度的核心(xin)是使所有(you)(you)(you)(you)者、經(jing)營(ying)者、勞動者之間通過股東會、董(dong)事(shi)會、監事(shi)會、經(jing)理(li)(li)(li)層以及黨(dang)組(zu)織、職(zhi)代(dai)會形成各負其責、協調運轉、有(you)(you)(you)(you)效(xiao)制(zhi)(zhi)衡的關系,使公司法人治(zhi)理(li)(li)(li)結構更(geng)趨完(wan)善(shan)和(he)(he)(he)合(he)理(li)(li)(li)。其中(zhong),黨(dang)組(zu)織發揮政(zheng)治(zhi)核心(xin)作用和(he)(he)(he)職(zhi)工民主(zhu)(zhu)(zhu)管(guan)理(li)(li)(li)是國(guo)有(you)(you)(you)(you)企(qi)業(ye)公司治(zhi)理(li)(li)(li)結構中(zhong)最具(ju)中(zhong)國(guo)特色的內容。在規范董(dong)事(shi)會建設的企(qi)業(ye)中(zhong),職(zhi)工董(dong)事(shi)的產(chan)生、履職(zhi)盡責和(he)(he)(he)報(bao)告工作都(dou)需要通過職(zhi)代(dai)會這個平臺來作支撐。實(shi)踐表(biao)(biao)明,職(zhi)代(dai)會具(ju)有(you)(you)(you)(you)廣泛(fan)的代(dai)表(biao)(biao)性、充分的民主(zhu)(zhu)(zhu)性、法定的權(quan)威(wei)性和(he)(he)(he)組(zu)織制(zhi)(zhi)度的嚴(yan)密性,能夠(gou)有(you)(you)(you)(you)效(xiao)增強廣大(da)職(zhi)工群(qun)眾的主(zhu)(zhu)(zhu)人翁意識,充分調動職(zhi)工群(qun)眾的積極性、主(zhu)(zhu)(zhu)動性和(he)(he)(he)創(chuang)造性,最大(da)限度地(di)(di)集(ji)中(zhong)廣大(da)職(zhi)工的智慧和(he)(he)(he)力(li)量(liang),持續(xu)不斷地(di)(di)提升(sheng)企(qi)業(ye)管(guan)理(li)(li)(li)水平、切(qie)實(shi)有(you)(you)(you)(you)效(xiao)地(di)(di)防范企(qi)業(ye)經(jing)營(ying)風險(xian)。

  建立和完善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代表(biao)大(da)會制度(du),是切(qie)實維護職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)合法(fa)權益、推(tui)進中(zhong)央(yang)企業(ye)(ye)(ye)反腐倡廉建設的(de)(de)必(bi)然(ran)要(yao)求。健全以職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代表(biao)大(da)會為基本(ben)形式的(de)(de)企業(ye)(ye)(ye)民主(zhu)(zhu)管(guan)理制度(du),組(zu)織職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)依(yi)法(fa)進行(xing)民主(zhu)(zhu)管(guan)理,保障職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)的(de)(de)知情權、參(can)與(yu)權、表(biao)達權、監(jian)督權,使(shi)企業(ye)(ye)(ye)負責人自覺(jue)接(jie)受黨內監(jian)督、群眾(zhong)(zhong)監(jian)督,能增強廉潔從業(ye)(ye)(ye)的(de)(de)自覺(jue)性(xing),確(que)保權力在群眾(zhong)(zhong)的(de)(de)有效監(jian)督下運(yun)行(xing),對于打造(zao)“陽光央(yang)企”、構建企業(ye)(ye)(ye)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)廣(guang)泛(fan)參(can)與(yu)的(de)(de)懲(cheng)治(zhi)與(yu)預(yu)防腐敗體系(xi)等(deng)都具有積極促(cu)進意(yi)義。

  三、切(qie)實抓(zhua)好(hao)職代會建設(she),推動中央企業(ye)深化改革、科學發展

  當前,中央(yang)企業面臨全(quan)面深化(hua)改(gai)革(ge)的重要(yao)任(ren)務(wu),改(gai)革(ge)涉及方方面面,內容(rong)多、范(fan)圍廣、挑(tiao)戰大,更加需要(yao)我們發(fa)揮職(zhi)代會(hui)制度在(zai)深化(hua)改(gai)革(ge)、科學發(fa)展(zhan)中的重要(yao)作(zuo)用。

  (一(yi))黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組(zu))要進一(yi)步發(fa)揮領導作(zuo)(zuo)用(yong)。建立和完(wan)善(shan)職(zhi)代(dai)會(hui)制(zhi)度,是中央企(qi)業黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組(zu))的(de)(de)一(yi)項重(zhong)要職(zhi)責(ze)。總的(de)(de)目標(biao):一(yi)是二(er)級(ji)、三(san)級(ji)公(gong)司職(zhi)代(dai)會(hui)全覆(fu)蓋;二(er)是條(tiao)件成熟的(de)(de)集(ji)團(tuan)公(gong)司也應積極(ji)建立職(zhi)代(dai)會(hui),已建立集(ji)團(tuan)工會(hui)的(de)(de)企(qi)業實現職(zhi)代(dai)會(hui)全覆(fu)蓋;三(san)是已建職(zhi)代(dai)會(hui)的(de)(de)企(qi)業,進一(yi)步加強規范化建設(she),不斷提升(sheng)職(zhi)代(dai)會(hui)質量和水平。中央企(qi)業黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組(zu))要切(qie)實把握職(zhi)代(dai)會(hui)的(de)(de)正確(que)政治方向,積極(ji)支持職(zhi)代(dai)會(hui)發(fa)揮作(zuo)(zuo)用(yong),研(yan)究解決(jue)職(zhi)代(dai)會(hui)建設(she)中的(de)(de)有(you)(you)關問題,使職(zhi)代(dai)會(hui)成為黨(dang)(dang)(dang)密切(qie)聯系群眾(zhong)、教(jiao)育引(yin)導群眾(zhong)、組(zu)織(zhi)發(fa)動群眾(zhong)、傾聽(ting)群眾(zhong)呼聲(sheng)、維護職(zhi)工權益的(de)(de)有(you)(you)效渠道。

  (二)董事(shi)(shi)會(hui)(hui)和(he)經理(li)層要(yao)大(da)力支持(chi)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)建(jian)設(she)。積極促進(jin)企(qi)業(ye)(ye)(ye)民主管(guan)(guan)理(li)工(gong)(gong)作(zuo)與現代(dai)(dai)企(qi)業(ye)(ye)(ye)制度的(de)(de)(de)有(you)(you)機結合。一是(shi)要(yao)進(jin)一步理(li)順職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)與企(qi)業(ye)(ye)(ye)法人治理(li)結構的(de)(de)(de)關系(xi)。不斷完善各項工(gong)(gong)作(zuo)制度,開展管(guan)(guan)理(li)創新(xin)(xin)和(he)制度創新(xin)(xin),形(xing)成董事(shi)(shi)會(hui)(hui)、監事(shi)(shi)會(hui)(hui)、經理(li)層和(he)職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)有(you)(you)效銜(xian)接(jie)、協調運轉、相(xiang)互制衡的(de)(de)(de)格(ge)局。二是(shi)堅持(chi)“三重一大(da)”決(jue)策(ce)事(shi)(shi)項事(shi)(shi)先聽取工(gong)(gong)會(hui)(hui)和(he)廣大(da)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)群眾(zhong)的(de)(de)(de)意見建(jian)議(yi),“三重一大(da)”決(jue)策(ce)事(shi)(shi)項的(de)(de)(de)執行(xing)情況(kuang)向職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)公開,提(ti)交職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)審(shen)議(yi)。在(zai)深化(hua)企(qi)業(ye)(ye)(ye)改革中(zhong),涉(she)及(ji)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)切身利益的(de)(de)(de)重大(da)事(shi)(shi)項提(ti)交職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)討論審(shen)議(yi)通(tong)過,凡涉(she)及(ji)到職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)轉崗(gang)安置(zhi)等(deng)問題,職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)安置(zhi)方案須提(ti)交職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)審(shen)議(yi)通(tong)過,這是(shi)落實職(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)職(zhi)(zhi)(zhi)(zhi)權的(de)(de)(de)基(ji)本要(yao)求,也是(shi)企(qi)業(ye)(ye)(ye)民主管(guan)(guan)理(li)的(de)(de)(de)底線(xian)。三是(shi)自覺接(jie)受(shou)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)群眾(zhong)的(de)(de)(de)監督(du)評(ping)議(yi)。企(qi)業(ye)(ye)(ye)領導班子(zi)和(he)領導人員要(yao)向職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)表大(da)會(hui)(hui)報告履行(xing)職(zhi)(zhi)(zhi)(zhi)責和(he)廉潔自律的(de)(de)(de)情況(kuang),接(jie)受(shou)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)表的(de)(de)(de)民主評(ping)議(yi),這既是(shi)中(zhong)央的(de)(de)(de)要(yao)求,也是(shi)加強企(qi)業(ye)(ye)(ye)反腐倡廉建(jian)設(she)的(de)(de)(de)要(yao)求,也是(shi)凝聚人心(xin)的(de)(de)(de)要(yao)求。

  (三(san))工(gong)(gong)(gong)(gong)會要(yao)(yao)(yao)(yao)在職(zhi)(zhi)(zhi)代(dai)會工(gong)(gong)(gong)(gong)作(zuo)中發揮應有(you)作(zuo)用(yong)。工(gong)(gong)(gong)(gong)會作(zuo)為職(zhi)(zhi)(zhi)代(dai)會的(de)工(gong)(gong)(gong)(gong)作(zuo)機構,要(yao)(yao)(yao)(yao)運(yun)用(yong)各種形式向職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾宣傳民主管理的(de)有(you)關知識,組(zu)織(zhi)傳達(da)職(zhi)(zhi)(zhi)代(dai)會精神,宣傳和(he)發動職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)落實職(zhi)(zhi)(zhi)代(dai)會決議(yi);要(yao)(yao)(yao)(yao)抓好(hao)職(zhi)(zhi)(zhi)代(dai)會籌(chou)備和(he)組(zu)織(zhi)工(gong)(gong)(gong)(gong)作(zuo);要(yao)(yao)(yao)(yao)為職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾反映(ying)意見(jian)、要(yao)(yao)(yao)(yao)求和(he)建議(yi)創(chuang)造條件;要(yao)(yao)(yao)(yao)加強職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)表培訓(xun)工(gong)(gong)(gong)(gong)作(zuo),開展職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)表巡(xun)視活動;深入開展職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)提(ti)案工(gong)(gong)(gong)(gong)作(zuo),組(zu)織(zhi)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)代(dai)表對職(zhi)(zhi)(zhi)代(dai)會決議(yi)和(he)提(ti)案落實情況進行(xing)檢(jian)查。工(gong)(gong)(gong)(gong)會要(yao)(yao)(yao)(yao)結合企業實際,創(chuang)造性的(de)開展工(gong)(gong)(gong)(gong)作(zuo),發揮工(gong)(gong)(gong)(gong)會到位、盡責的(de)作(zuo)用(yong)。

  同志們,在全面深化國資國企改革中,堅持、改革、完善中央企業職代會制度面臨著一些新課題、新要求,我們要在全面深化改革中大力加強和改進中央企業職代會制度,堅定不移地貫徹落實黨的全心全意依靠工人階級的根本指導方針,匯聚同心同德、共謀發展的正能量,為推動國資國企改革發展再上新臺階,為做強做優中央企業、全面建成小康社會、實現中華民族偉大復興的中國夢作出新的更大貢獻!
