關于進一(yi)步做好(hao)中(zhong)央企業增收節支工作有(you)關事項的通知
各(ge)中(zhong)央企(qi)業:
為(wei)貫徹黨中(zhong)(zhong)央(yang)(yang)(yang)、國務(wu)院關(guan)(guan)于(yu)國民經濟提質(zhi)增效穩增長的決策部署,落實中(zhong)(zhong)央(yang)(yang)(yang)經濟工作會(hui)(hui)議和“兩(liang)會(hui)(hui)”精神,國資委黨委決定在中(zhong)(zhong)央(yang)(yang)(yang)企業開(kai)展“降(jiang)本(ben)增效、提質(zhi)升級”主(zhu)題活動(dong),充分發揮中(zhong)(zhong)央(yang)(yang)(yang)企業在國民經濟發展中(zhong)(zhong)的“國家隊”和“排(pai)頭兵”作用。各中(zhong)(zhong)央(yang)(yang)(yang)企業要圍繞主(zhu)題活動(dong),深(shen)入做好開(kai)源節(jie)流、增收節(jie)支(zhi)各項工作,努力完成全年(nian)生(sheng)產經營目(mu)標。現將進一步(bu)做好中(zhong)(zhong)央(yang)(yang)(yang)企業增收節(jie)支(zhi)工作的有關(guan)(guan)事項通知如下(xia):
一(yi)(yi)、統(tong)(tong)一(yi)(yi)認識樹信心。當前,世界經(jing)(jing)(jing)濟(ji)(ji)處于(yu)深度調(diao)整之中(zhong)(zhong),復蘇動力不(bu)足,我國經(jing)(jing)(jing)濟(ji)(ji)下行壓力加(jia)大,部分行業(ye)面(mian)臨(lin)市場需求不(bu)足、產能嚴重(zhong)過剩、商品價格低位波動、資金與債(zhai)務(wu)等潛在風險顯性(xing)化的(de)困難(nan)(nan)和(he)(he)挑(tiao)戰(zhan)。一(yi)(yi)季(ji)度中(zhong)(zhong)央企業(ye)收入和(he)(he)利潤(run)同比雙(shuang)下滑,全年穩增(zeng)長形勢嚴峻、任(ren)務(wu)艱(jian)巨。同時(shi)也應(ying)看到中(zhong)(zhong)央企業(ye)發(fa)展(zhan)(zhan)面(mian)臨(lin)的(de)新機遇:新型工業(ye)化、信息化、城鎮化、農業(ye)現(xian)代化持續推進,“四大板塊”和(he)(he)“三個支(zhi)撐(cheng)帶” 國家戰(zhan)略加(jia)快實(shi)施(shi),國家穩增(zeng)長、調(diao)結(jie)構、促轉(zhuan)型的(de)宏觀經(jing)(jing)(jing)濟(ji)(ji)政策(ce)陸(lu)續推出,中(zhong)(zhong)央企業(ye)在不(bu)少方面(mian)已經(jing)(jing)(jing)處于(yu)國際領先地位,完(wan)全有(you)條件搭上(shang)(shang)新一(yi)(yi)輪工業(ye)革(ge)命的(de)快車(che)。各中(zhong)(zhong)央企業(ye)既要(yao)充分估(gu)計形勢和(he)(he)面(mian)臨(lin)的(de)困難(nan)(nan),又(you)要(yao)對經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)長期向(xiang)好的(de)基本面(mian)充滿(man)信心,在國民經(jing)(jing)(jing)濟(ji)(ji)轉(zhuan)型發(fa)展(zhan)(zhan)的(de)關鍵(jian)時(shi)期,要(yao)把思想認識統(tong)(tong)一(yi)(yi)到黨中(zhong)(zhong)央、國務(wu)院的(de)決策(ce)部署上(shang)(shang)來,以提質增(zeng)效(xiao)為中(zhong)(zhong)心,以改(gai)革(ge)創新為動力,堅定信心、勇于(yu)擔(dan)當、頂(ding)住壓力、迎(ying)難(nan)(nan)而上(shang)(shang)、立足自身、不(bu)等不(bu)靠、開(kai)拓市場、降本增(zeng)效(xiao)、提質升級上(shang)(shang)狠下功夫,力爭實(shi)現(xian)中(zhong)(zhong)央企業(ye)整體(ti)效(xiao)益增(zeng)長高于(yu)上(shang)(shang)年水平的(de)目(mu)標,為國民經(jing)(jing)(jing)濟(ji)(ji)穩增(zeng)長多作貢獻(xian)。
二(er)、開拓(tuo)市(shi)(shi)場(chang)(chang)(chang)抓機遇(yu)。要統籌用好國內、國際兩(liang)個(ge)市(shi)(shi)場(chang)(chang)(chang),加大市(shi)(shi)場(chang)(chang)(chang)開拓(tuo),科(ke)學組織生(sheng)產,進一步增強盈利能力。一是要科(ke)學研判市(shi)(shi)場(chang)(chang)(chang)形勢,主動適應市(shi)(shi)場(chang)(chang)(chang)和(he)(he)客戶需(xu)求(qiu)變化,合(he)(he)(he)理制定經營(ying)策略(lve),搶抓市(shi)(shi)場(chang)(chang)(chang)機遇(yu)。二(er)是要做(zuo)精市(shi)(shi)場(chang)(chang)(chang)營(ying)銷,優化營(ying)銷模(mo)式(shi)和(he)(he)銷售(shou)渠道(dao),鞏固(gu)盈利基(ji)礎;加快商業(ye)模(mo)式(shi)創新(xin),增強市(shi)(shi)場(chang)(chang)(chang)開拓(tuo)能力,搶抓效益穩定的(de)合(he)(he)(he)同(tong)訂單,打造(zao)高(gao)(gao)回(hui)報率(lv)、高(gao)(gao)附加值、高(gao)(gao)技術(shu)含量的(de)新(xin)型盈利業(ye)務(wu)和(he)(he)特色優勢項(xiang)目,提高(gao)(gao)市(shi)(shi)場(chang)(chang)(chang)競(jing)爭(zheng)力和(he)(he)影響力。三是要樹立“事先算(suan)贏(ying)”和(he)(he)“先算(suan)后干”理念(nian),圍(wei)繞市(shi)(shi)場(chang)(chang)(chang)需(xu)求(qiu),精細(xi)組織生(sheng)產,不斷提升市(shi)(shi)場(chang)(chang)(chang)創利能力,提高(gao)(gao)運行質(zhi)量。四是要積極落實國家“一帶一路”、周邊國家互(hu)聯(lian)互(hu)通、非(fei)洲“三網一化”等戰略(lve)部署,拓(tuo)展(zhan)海外業(ye)務(wu),鞏固(gu)勞務(wu)商品出口(kou)、境(jing)外工程承包優勢,帶動中國裝備、技術(shu)、標準“走出去”,推動國際化經營(ying)向中高(gao)(gao)端(duan)發展(zhan)。五(wu)是要加強產業(ye)鏈上下游企業(ye)間協同(tong)發展(zhan),加大海外業(ye)務(wu)合(he)(he)(he)作力度,倡導有(you)序競(jing)爭(zheng),避免不規(gui)范惡性競(jing)爭(zheng),實現(xian)優勢互(hu)補、合(he)(he)(he)作共贏(ying)。
三、精益管(guan)理(li)(li)控成(cheng)本(ben)(ben)(ben)(ben)(ben)。要(yao)(yao)樹立一切(qie)成(cheng)本(ben)(ben)(ben)(ben)(ben)皆可控的(de)(de)(de)理(li)(li)念,運用先進的(de)(de)(de)成(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)理(li)(li)模型,分析成(cheng)本(ben)(ben)(ben)(ben)(ben)構成(cheng)及動(dong)因(yin),全(quan)(quan)方位開展(zhan)行業(ye)對標(biao),明確(que)(que)成(cheng)本(ben)(ben)(ben)(ben)(ben)壓控重點和(he)(he)經濟技術指標(biao)改進目(mu)標(biao),確(que)(que)保營(ying)業(ye)成(cheng)本(ben)(ben)(ben)(ben)(ben)增(zeng)(zeng)(zeng)長低(di)(di)于營(ying)業(ye)收(shou)入(ru)(ru)增(zeng)(zeng)(zeng)長,成(cheng)本(ben)(ben)(ben)(ben)(ben)費用利(li)潤率實現(xian)穩中有升。一是(shi)從設計源頭(tou)入(ru)(ru)手(shou),推進目(mu)標(biao)成(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)理(li)(li),合(he)理(li)(li)降低(di)(di)產(chan)品生(sheng)(sheng)命周期成(cheng)本(ben)(ben)(ben)(ben)(ben)。二是(shi)嚴格(ge)落(luo)實依法招標(biao),規范(fan)采(cai)(cai)購管(guan)理(li)(li),建立物資(zi)、工(gong)(gong)程和(he)(he)服務等(deng)集中采(cai)(cai)購機制(zhi),集中采(cai)(cai)購比重要(yao)(yao)較上年明顯提(ti)升,采(cai)(cai)購成(cheng)本(ben)(ben)(ben)(ben)(ben)實現(xian)明顯下(xia)降。三是(shi)不(bu)斷優化(hua)生(sheng)(sheng)產(chan)工(gong)(gong)序(xu)和(he)(he)作業(ye)流程,鼓勵采(cai)(cai)用新(xin)工(gong)(gong)藝(yi)、新(xin)材料(liao)、新(xin)技術提(ti)高國產(chan)化(hua)、智能化(hua)裝備(bei)水平(ping),提(ti)高生(sheng)(sheng)產(chan)效率、降低(di)(di)生(sheng)(sheng)產(chan)成(cheng)本(ben)(ben)(ben)(ben)(ben)。四是(shi)進一步加強產(chan)品質量(liang)控制(zhi)和(he)(he)安(an)全(quan)(quan)生(sheng)(sheng)產(chan)管(guan)理(li)(li),減少廢品和(he)(he)返工(gong)(gong)損失,降低(di)(di)質量(liang)成(cheng)本(ben)(ben)(ben)(ben)(ben);提(ti)高安(an)全(quan)(quan)生(sheng)(sheng)產(chan)意識,正確(que)(que)處理(li)(li)好(hao)安(an)全(quan)(quan)與生(sheng)(sheng)產(chan)的(de)(de)(de)關系,避免(mian)發生(sheng)(sheng)重大安(an)全(quan)(quan)事故,降低(di)(di)安(an)全(quan)(quan)事故損失。五是(shi)嚴格(ge)落(luo)實工(gong)(gong)資(zi)總額和(he)(he)效益掛鉤機制(zhi),企業(ye)工(gong)(gong)資(zi)總額增(zeng)(zeng)(zeng)幅(fu)不(bu)得超過效益增(zeng)(zeng)(zeng)幅(fu),效益下(xia)降的(de)(de)(de)企業(ye)工(gong)(gong)資(zi)總額必須下(xia)降。六是(shi)強化(hua)全(quan)(quan)員、全(quan)(quan)要(yao)(yao)素、全(quan)(quan)過程成(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)控,建立目(mu)標(biao)明確(que)(que)、責(ze)任清(qing)晰(xi)、考核嚴格(ge)、獎懲(cheng)落(luo)實的(de)(de)(de)成(cheng)本(ben)(ben)(ben)(ben)(ben)管(guan)理(li)(li)責(ze)任制(zhi)。
四、壓(ya)縮(suo)開(kai)支降費(fei)用(yong)。要(yao)大(da)力弘揚艱苦奮(fen)斗、勤(qin)儉(jian)辦企(qi)業(ye)的(de)優良傳(chuan)統,從嚴控制各項(xiang)費(fei)用(yong)性(xing)(xing)開(kai)支,降低期間費(fei)用(yong)占營業(ye)收(shou)入比重(zhong)。一是(shi)(shi)嚴格費(fei)用(yong)支出(chu)預(yu)算(suan)(suan)管(guan)理(li)(li)(li)(li),優化(hua)項(xiang)目、嚴控標準(zhun)、嚴格審批,各類費(fei)用(yong)不得(de)“包(bao)干”使用(yong),堅(jian)持無預(yu)算(suan)(suan)不支出(chu)。二是(shi)(shi)開(kai)展費(fei)用(yong)支出(chu)清理(li)(li)(li)(li)與效能評(ping)價,杜絕一切非(fei)必要(yao)開(kai)支,對(dui)必須支出(chu)的(de)要(yao)控制支出(chu)規(gui)模,嚴禁鋪張浪費(fei)。三是(shi)(shi)調整優化(hua)組織(zhi)結構,壓(ya)縮(suo)管(guan)理(li)(li)(li)(li)層級,強化(hua)業(ye)務協同,整合營銷資源(yuan),優化(hua)營銷模式(shi),大(da)力壓(ya)降運行費(fei)用(yong),向管(guan)理(li)(li)(li)(li)要(yao)效益。四是(shi)(shi)嚴格執(zhi)行中央“八項(xiang)規(gui)定”要(yao)求,嚴控差(cha)旅費(fei)、會議費(fei)、業(ye)務招(zhao)待(dai)費(fei)用(yong)等支出(chu),負(fu)責人(ren)履職(zhi)待(dai)遇和業(ye)務支出(chu)不得(de)增長。五是(shi)(shi)嚴格規(gui)范對(dui)外捐贈,除(chu)搶險救(jiu)災等突發(fa)性(xing)(xing)專項(xiang)支出(chu)外,效益下滑企(qi)業(ye)捐贈規(gui)模原則上(shang)不超(chao)過上(shang)年(nian)水(shui)平;結合國(guo)家減輕企(qi)業(ye)負(fu)擔工作部署,堅(jian)決抵制不合理(li)(li)(li)(li)的(de)收(shou)費(fei)、攤派和贊助行為(wei)。
五、高(gao)效(xiao)(xiao)融(rong)通用資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)。要(yao)(yao)繼續堅持“現(xian)金(jin)(jin)(jin)(jin)為王(wang)”,深(shen)入(ru)(ru)推進資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)精益化(hua)(hua)管(guan)(guan)理(li),合理(li)控制(zhi)債務(wu)規(gui)(gui)模(mo),加(jia)快資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)內(nei)部融(rong)通,努力(li)降低(di)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)成本(ben)。一(yi)是要(yao)(yao)嚴(yan)(yan)格控制(zhi)帶(dai)息(xi)負(fu)債規(gui)(gui)模(mo),優(you)化(hua)(hua)負(fu)債結構(gou),理(li)性評估財務(wu)杠桿邊界,資(zi)(zi)(zi)產負(fu)債率高(gao)的(de)企業要(yao)(yao)減量控制(zhi)帶(dai)息(xi)負(fu)債,保(bao)(bao)持穩健的(de)財務(wu)結構(gou)。二是要(yao)(yao)努力(li)降低(di)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)成本(ben),優(you)選融(rong)資(zi)(zi)(zi)對(dui)象(xiang)和融(rong)資(zi)(zi)(zi)方式(shi),合理(li)搭配長短期、本(ben)外幣(bi)、直間(jian)接、債股權等各種(zhong)融(rong)資(zi)(zi)(zi)手段,探索嘗試資(zi)(zi)(zi)產證券化(hua)(hua)、產業基(ji)金(jin)(jin)(jin)(jin)等創新融(rong)資(zi)(zi)(zi)工(gong)具,實(shi)現(xian)多渠道(dao)低(di)成本(ben)融(rong)資(zi)(zi)(zi)。三是要(yao)(yao)加(jia)強(qiang)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)集(ji)中(zhong)管(guan)(guan)理(li),充分利用財務(wu)公(gong)司、資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)結算中(zhong)心(xin)等平(ping)臺,連通境內(nei)外資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)池,擴大(da)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)集(ji)中(zhong)范(fan)圍,提高(gao)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)集(ji)中(zhong)度,減少資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)沉淀,加(jia)快資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)融(rong)通。四是要(yao)(yao)強(qiang)化(hua)(hua)現(xian)金(jin)(jin)(jin)(jin)流管(guan)(guan)理(li),確保(bao)(bao)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)及時足額(e)到賬(zhang),做(zuo)到應收盡收、顆粒歸(gui)倉,努力(li)實(shi)現(xian)收入(ru)(ru)、效(xiao)(xiao)益和凈現(xian)金(jin)(jin)(jin)(jin)流量的(de)同步增(zeng)長。五是要(yao)(yao)積極穩妥利用金(jin)(jin)(jin)(jin)融(rong)工(gong)具套期保(bao)(bao)值,對(dui)沖匯率、利率波(bo)動風(feng)險,嚴(yan)(yan)禁投機。六是要(yao)(yao)確保(bao)(bao)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)安全(quan),嚴(yan)(yan)禁開展各種(zhong)形式(shi)無正常(chang)商業實(shi)質的(de)融(rong)資(zi)(zi)(zi)性業務(wu),嚴(yan)(yan)格大(da)額(e)資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)聯簽和不相(xiang)容崗位分離(li)制(zhi)度,堵塞資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)管(guan)(guan)理(li)漏洞,嚴(yan)(yan)禁設(she)立“小金(jin)(jin)(jin)(jin)庫”,杜絕違規(gui)(gui)使(shi)用、挪用資(zi)(zi)(zi)金(jin)(jin)(jin)(jin)。
六、效(xiao)(xiao)(xiao)益為(wei)先配資源。要(yao)(yao)以效(xiao)(xiao)(xiao)益為(wei)導(dao)向優(you)化(hua)資源配置(zhi),通過加(jia)快實(shi)施創(chuang)新(xin)(xin)驅動(dong)(dong)發(fa)展戰(zhan)略,推動(dong)(dong)產(chan)(chan)(chan)業(ye)(ye)結(jie)構升級調(diao)整,夯實(shi)發(fa)展基礎(chu),提升主業(ye)(ye)競爭(zheng)力,實(shi)現有質量有效(xiao)(xiao)(xiao)益可持(chi)續發(fa)展。一是(shi)集(ji)中(zhong)資源發(fa)展核心(xin)戰(zhan)略產(chan)(chan)(chan)業(ye)(ye)和效(xiao)(xiao)(xiao)益貢獻(xian)高(gao)的(de)(de)(de)業(ye)(ye)務(wu)(wu),加(jia)快發(fa)展前瞻性戰(zhan)略性產(chan)(chan)(chan)業(ye)(ye)和先進制(zhi)造業(ye)(ye),資本性支出要(yao)(yao)向回(hui)報水平高(gao)、盈利能力強的(de)(de)(de)領域(yu)傾斜,收縮退(tui)出不(bu)具備(bei)競爭(zheng)優(you)勢的(de)(de)(de)業(ye)(ye)務(wu)(wu)領域(yu),堅(jian)決(jue)處(chu)置(zhi)低端過剩產(chan)(chan)(chan)能,促進產(chan)(chan)(chan)業(ye)(ye)從低端向中(zhong)高(gao)端水平邁進。二是(shi)集(ji)中(zhong)資源加(jia)大(da)(da)科技投(tou)入和研發(fa)力度,圍繞重大(da)(da)產(chan)(chan)(chan)業(ye)(ye)關鍵共性技術、裝備(bei)和標(biao)準研發(fa)攻(gong)關,技術投(tou)入比(bi)率要(yao)(yao)逐年提高(gao),通過原始創(chuang)新(xin)(xin)、集(ji)成創(chuang)新(xin)(xin)和引(yin)進消(xiao)化(hua)吸收再創(chuang)新(xin)(xin),搶占新(xin)(xin)興產(chan)(chan)(chan)業(ye)(ye)和前沿技術的(de)(de)(de)戰(zhan)略制(zhi)高(gao)點(dian),加(jia)快科技成果(guo)的(de)(de)(de)產(chan)(chan)(chan)業(ye)(ye)化(hua)和商業(ye)(ye)化(hua),加(jia)速形成新(xin)(xin)的(de)(de)(de)盈利增長點(dian)。三(san)是(shi)堅(jian)持(chi)以財務(wu)(wu)承受能力定(ding)規模,以資本回(hui)報水平定(ding)項(xiang)(xiang)目,效(xiao)(xiao)(xiao)益回(hui)報高(gao)的(de)(de)(de)項(xiang)(xiang)目優(you)先安排,沒(mei)有達到回(hui)報要(yao)(yao)求的(de)(de)(de)項(xiang)(xiang)目堅(jian)決(jue)不(bu)投(tou),債(zhai)務(wu)(wu)風險管控重點(dian)企業(ye)(ye),不(bu)得(de)投(tou)資推高(gao)企業(ye)(ye)資產(chan)(chan)(chan)負債(zhai)率的(de)(de)(de)新(xin)(xin)項(xiang)(xiang)目。對(dui)鋼鐵、電解鋁、水泥、平板玻璃、煉(lian)化(hua)等產(chan)(chan)(chan)能嚴(yan)重過剩行業(ye)(ye)、無市場前景的(de)(de)(de)項(xiang)(xiang)目要(yao)(yao)暫緩實(shi)施,對(dui)預期投(tou)產(chan)(chan)(chan)即虧(kui)損的(de)(de)(de)在建項(xiang)(xiang)目要(yao)(yao)放(fang)緩投(tou)資節奏并及(ji)時制(zhi)定(ding)有效(xiao)(xiao)(xiao)的(de)(de)(de)應(ying)對(dui)措(cuo)施,對(dui)預期回(hui)報達不(bu)到設計水平的(de)(de)(de)計劃項(xiang)(xiang)目要(yao)(yao)重新(xin)(xin)論證,并及(ji)時調(diao)整投(tou)資計劃。
七、盤(pan)活(huo)(huo)存(cun)量提效(xiao)(xiao)(xiao)能。要嚴(yan)(yan)格(ge)控(kong)制(zhi)、清(qing)理(li)壓縮“兩金”占用規模,加大(da)內部資(zi)源(yuan)整合力(li)度(du),加快(kuai)清(qing)理(li)低效(xiao)(xiao)(xiao)無效(xiao)(xiao)(xiao)資(zi)產(chan),盤(pan)活(huo)(huo)存(cun)量提升資(zi)產(chan)效(xiao)(xiao)(xiao)能。一(yi)是從(cong)源(yuan)頭上加強“兩金”管(guan)控(kong),嚴(yan)(yan)格(ge)信用管(guan)理(li)、嚴(yan)(yan)控(kong)新增欠(qian)款(kuan)規模,從(cong)嚴(yan)(yan)核定(ding)存(cun)貨實物量和價值量占用標準(zhun),嚴(yan)(yan)防超額放賬(zhang)、超量庫存(cun)。二是全面清(qing)理(li)清(qing)收現(xian)有應收賬(zhang)款(kuan)和存(cun)貨,集中催繳以前年度(du)欠(qian)款(kuan),加快(kuai)處(chu)(chu)置(zhi)(zhi)積壓存(cun)貨,確保應收賬(zhang)款(kuan)周(zhou)轉(zhuan)率、存(cun)貨周(zhou)轉(zhuan)率優于上年。三(san)是深(shen)化內部資(zi)源(yuan)重(zhong)組(zu),用好(hao)近期(qi)出臺的兼并重(zhong)組(zu)稅收支持政策,推(tui)動(dong)相關子企業整合發展,提高業務協(xie)同和資(zi)源(yuan)使用效(xiao)(xiao)(xiao)率。四是加大(da)資(zi)本運(yun)作力(li)度(du),推(tui)動(dong)資(zi)產(chan)證券化,用好(hao)市值管(guan)理(li)手段,盤(pan)活(huo)(huo)上市公司(si)資(zi)源(yuan),實現(xian)資(zi)產(chan)價值最大(da)化。五是強化低效(xiao)(xiao)(xiao)無效(xiao)(xiao)(xiao)資(zi)產(chan)處(chu)(chu)置(zhi)(zhi)變現(xian),積極處(chu)(chu)置(zhi)(zhi)長期(qi)不分紅(hong)、收益低、無戰(zhan)略安排(pai)的投(tou)資(zi),堅決退出盈利(li)差、管(guan)控(kong)難、無協(xie)同優勢的非主業經營(ying)業務,全面、按時完成國資(zi)委部署的低效(xiao)(xiao)(xiao)無效(xiao)(xiao)(xiao)資(zi)產(chan)清(qing)理(li)處(chu)(chu)置(zhi)(zhi)任務。
八、多措并(bing)舉治虧(kui)(kui)(kui)損(sun)。要(yao)高度重視(shi)虧(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)工(gong)(gong)(gong)作(zuo),強(qiang)(qiang)化(hua)“減(jian)虧(kui)(kui)(kui)即增(zeng)效(xiao)”的(de)(de)(de)觀(guan)念,采(cai)(cai)取(qu)有(you)(you)效(xiao)措施(shi)(shi)實(shi)現虧(kui)(kui)(kui)損(sun)面(mian)和虧(kui)(kui)(kui)損(sun)金額(e)雙(shuang)下降。一(yi)是全(quan)面(mian)梳(shu)理虧(kui)(kui)(kui)損(sun)子(zi)企(qi)業(ye)(ye)(ye),深入分(fen)析虧(kui)(kui)(kui)損(sun)原因,有(you)(you)針(zhen)對(dui)性地提(ti)出減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)措施(shi)(shi),制定總(zong)體工(gong)(gong)(gong)作(zuo)方(fang)案。對(dui)長期(qi)虧(kui)(kui)(kui)損(sun)、扭虧(kui)(kui)(kui)無(wu)(wu)望的(de)(de)(de)企(qi)業(ye)(ye)(ye),要(yao)堅決重組或關(guan)(guan)停;對(dui)產品無(wu)(wu)競爭優勢、市場前景不明(ming)(ming)朗的(de)(de)(de)虧(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)要(yao)果斷轉(zhuan)型;對(dui)無(wu)(wu)戰(zhan)略(lve)安排、與(yu)主業(ye)(ye)(ye)發展方(fang)向不符的(de)(de)(de)虧(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)要(yao)盡快退出。二是根據總(zong)體工(gong)(gong)(gong)作(zuo)方(fang)案,對(dui)所(suo)屬企(qi)業(ye)(ye)(ye)一(yi)企(qi)一(yi)策逐戶制定年(nian)度減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)具體工(gong)(gong)(gong)作(zuo)目標,明(ming)(ming)確(que)路徑、措施(shi)(shi)、方(fang)法,綜(zong)合采(cai)(cai)取(qu)債務(wu)重組、業(ye)(ye)(ye)務(wu)整合、冗員(yuan)分(fen)流、強(qiang)(qiang)化(hua)管理等措施(shi)(shi),逐步實(shi)現虧(kui)(kui)(kui)損(sun)企(qi)業(ye)(ye)(ye)改革脫困。三(san)是落實(shi)責任,將減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)目標、措施(shi)(shi)分(fen)解到人,責任落實(shi)到人,并(bing)作(zuo)為績(ji)效(xiao)考(kao)核與(yu)獎懲任免的(de)(de)(de)重要(yao)依(yi)據,對(dui)措施(shi)(shi)落實(shi)不力、未按計劃實(shi)現減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)目標的(de)(de)(de),嚴格考(kao)核相(xiang)關(guan)(guan)責任人。四(si)是做好干部職(zhi)工(gong)(gong)(gong)的(de)(de)(de)思(si)想工(gong)(gong)(gong)作(zuo),注(zhu)重協調,凝(ning)聚(ju)共識,規范操作(zuo),平穩(wen)推進(jin),強(qiang)(qiang)化(hua)預研預判(pan),加快工(gong)(gong)(gong)作(zuo)進(jin)度,確(que)保2015年(nian)度中(zhong)央(yang)企(qi)業(ye)(ye)(ye)所(suo)屬子(zi)企(qi)業(ye)(ye)(ye)減(jian)虧(kui)(kui)(kui)控(kong)(kong)虧(kui)(kui)(kui)工(gong)(gong)(gong)作(zuo)取(qu)得明(ming)(ming)顯實(shi)效(xiao)。
